§ 2c. Financial aid to bridges within city limits authorized.

The city shall have power to aid in financing the construction of any bridge constructed within the corporate limits of the city by either the State of Virginia or by any of its agencies or political subdivisions, and in financing the maintenance and operation of such bridge, upon such terms and conditions as may be prescribed by an agreement or agreements made by the city with the state or agency or political subdivision constructing such bridge, provided the bridge is, in the opinion of the council, necessary or appropriate to serve the city and its inhabitants.
