Should any owner refuse to allow the code official access to the premises for the
purpose of conducting an inspection, or should the code official not be able to contact
the owner for purposes of obtaining permission to inspect and the code official has
cause to believe that a cross-connection hazard exists in the subject premises and
such hazard jeopardizes the integrity or the purity of the city water supply, the
code official shall request the director of utilities to terminate the water service
to the subject premises.
