§ 16-30. Warrants—Generally.
(a)
Upon the receipt of any voucher certificate as required in section 16-28, the director of finance shall draw a warrant upon the city treasurer for the amount specified in such voucher, if there are funds available for its payment, and all such warrants shall be payable without reference to the council.
(b)
Except in the case of warrants for payment of bonds and of interest on the funded debt of the city, no warrant shall be drawn or disbursement made, except upon a voucher certified as required in section 16-28 and approved and signed by the director of finance. Cancelled coupons for interest and the record of registered bonds kept by the director of finance shall be in lieu of vouchers for the payment of interest on the coupon bonds and registered bonds, respectively.
