§ 16-86. Deduction of amounts due city before paying warrants.

Before paying any warrant, the city treasurer shall deduct from the amount thereof such sum, if any, as may be due the city by the person in whose favor such warrant is drawn, except in the cases of direct deposit where the city treasurer shall within a reasonable time after notice, notify the central payroll bureau of any such amount due the city and it shall be the responsibility of the central payroll bureau without further liability on the city treasurer, to see that this deduction is made.
