§ 20-2. Same—Application to be transmitted to city manager for investigation and report.

The city clerk is hereby authorized and directed to transmit directly to the city manager, for investigation and report to the council at a subsequent meeting, each application for a permit required by section 20-1, when it is filed with him, without first submitting the same to the council.
