§ 31-2. Application of chapter; definition.

The provisions of this chapter shall apply to the control, maintenance and operation of all areas designated as pedestrian malls in section 31-5, notwithstanding any other provisions of this Code which are contrary thereto.

As used in this chapter, the word "mall" means a pedestrian mall so designated.
