§ 37-1. Established; purpose; operative date; name.

A retirement system is hereby established for the purpose of providing retirement allowances and death benefits under the provisions of this chapter for employees of the city. The system shall begin operation as of January 1, 1942, and shall be known as the Employees' Retirement System of the City of Norfolk.
